To achieve the emissions goal and to give investor certainty "it's clear that energy policy must deal with the emissions trajectory over the longer term, in addition to addressing reliability" he said, adding that putting downward pressure on prices was also "at the forefront of our minds".

Mr Harwin's comments follow warnings over the weekend and on Monday by Mr Turnbull that the "very good, very good, outstanding government led by Gladys Berejiklian is going to have its prospects of success [at next March's state elections] diminished" because of internal brawling.

NSW had achieved the goals of its Renewable Energy Action Plan, with the state's energy system now in transition "to a more sustainable, cleaner and modern future", Mr Harwin will say.

When the plan was launched in 2013, the state had no large-scale solar farms but it now had nine, with 11 wind farms, the scheme's "completion report" shows.

"It is staggering that we now have almost 90 large-scale renewable energy projects in our planning system, totalling around 18,500 megawatts," Mr Harwin said in a statement. "This represents close to $26 billion in potential investment and these projects could deliver enough energy to power all NSW households."
