When asked about his conflict with the Prime Minister, Mr Andrews said he didn't need to add to the comments he had made on how the Prime Minister "was conducting himself" on Friday, but went on to say, "I don't speak in double-speak".
"You've got to be straight with people, you've got to be absolutely direct," Mr Andrews said.
"And when you see appalling behaviour you need to call it out."
He went on to say, "As I said on Friday, when the Prime Minster stops double-speaking to extremists, his relationship with me will be a lot better."
Mr Andrews said he wouldn't "have the behaviour of the Prime Minster in any way detract" from his announcement.
"I'm not here about the PM," he said.
Mr Andrews said states and territories were forced into lockdown because of Australia's sluggish COVID-19 vaccine rollout.
"We have had to do lockdowns, as the Prime Minister said we had to be in people's lives because there were no vaccines," he said.
"And who forgot to order the vaccines?
"It wasn't the state governments, so it's a bit rich to get a lecture."
