If it can not find a Toolbar PR to produce this way, that's if it does not find a site with a genuine calculated PR, then the bar is greyed out.
Remember that if the Toolbar is betting in this manner, the Actual PR of the site is 0 - the Google spider first sees it although its PR will be determined shortly.
PageRank says nothing about the material or measurement of a page, the language it's published in, or the text found in the point of a link!
