“The industry is awaiting a response from the Government before next steps are taken.”

As Treasury officials work to finalise how the fund would actually work, the LNP have not decided whether they would scrap or keep the scheme if they win government at the October election because, they say, it is still "hypothetical".

“Jackie Trad’s ransom demands clearly are not working," Shadow Treasurer Tim Mander said.

“These contributions were announced in the lead-up to Jackie Trad’s 2019 Budget and she needs to explain how she will cover the hole in her already insufficient regional infrastructure spend.”

In May last year, Ms Trad promised coal royalties would not be increased for three more years “in exchange” for millions of dollars in contributions from mining giants to a regional infrastructure fund.

A spokesman for acting treasurer Mick de Brenni said the government had already committed $30 million to the fund and were "progressing conversations with resources companies".

"As outlined previously by the Deputy Premier, both BHP and Peabody have agreed in principle to supporting the community resource infrastructure fund," he said.

"In this financial year, the Palaszczuk Government is already spending $7.7 billion on infrastructure outside Greater Brisbane.

"That’s 40 per cent more than every dollar Queenslanders earn from all resources royalties across the entire state in the same year."
