Victoria's 2020 road toll now stands at 37.
Mobility scooters need to follow the same road rules as pedestrians but can travel on the road if it is impractical to use a footpath or a footpath does not exist, according to the RACV.

Detective Acting Sergeant Cameron Merrett said the man's motor scooter was struck from behind by a red Hyundai and investigators are now looking to talk to anyone who saw the man before the crash.
"Any persons who saw the motorised scooter prior to the collision or has any dash camera footage, [please] come forward and provide that to police," he told Nine News.

The driver, a 57-year-old man from St Andrews, was the only person in the car and was uninjured.
After stopping to help, the driver has been spoken to by investigators and released pending further enquiries.
In the decade up to 2016, 69 people aged 60 or older died from a mobility scooter-related incident in Australia.
In June last year a 95-year-old man was killed at an intersection in Maryborough when he was hit by a car. The driver was uninjured.
